With all the sadness and trauma going on in the world at the moment, it is worth reflecting on the death of a very important person which almost went unnoticed last week.

Larry La Prise, the man who wrote "The Hokey Pokey," died peacefully at  age 93.

The most traumatic part for his family was getting him into the coffin.

They put his left leg in.  And then the trouble started.

Is Summer Really here?

Well, let's see. I'm in my forth week of poison ivy. The Quaking Pain In The Aspen's puff balls are everywhere and I 'mean' everywhere. I would go outside and enjoy the weather if it weren't for my allergies. Speaking of which I am loopy from taking Benadryl for both the ivy and the allergies. But wait, it gets better. The kids are out of school, need I say more.

Yep, It's summer and that snow we all hated just a few months ago is sure looking pretty good now.

ROAD WORK CITED AS CAUSE FOR LAKE ROAD ACCIDENT!

Recent shoulder work on Lake Road has left loose gravel in the road causing a dangerous situation. Following is an email I received at 3:40 PM

"Well lake road had a nasty accident on the curve just before the Tully town park. Seems like a small car slid across the road on loose dirt and stones and nailed a van head on. Looked pretty serious to my wife who happened along just after the first car stopped and called 911. No windshield left in the small car and nasty injuries to some. She didn't stay around so we don't know who was involved but it was about the time everyone was assembling for graduation. The guys on the motor cycles had better beware as they really push it on Lake Rd."

THE TOWN BOARD'S DILEMMA!

Adding a simple Blog to an existing web page is simple. Having it in place makes it very easy to update current event information. It would be a perfect addition to the towns web site. Once added it would save the taxpayers hundreds each year and be very useful for posting meeting times and other events. It would not require paying the web expert every-time something was posted. The Dilemma is now that "I" have suggested it, the town board will never do it just as they will not use the APD because "I" did it. I know that sounds childish because, well, it is. Now, to make it even harder for them. I will offer to add a blog to the towns web site for FREE! Once added they will have complete control and I will not be able to access it. I only need the FTP password to do the initial installation and once that is done they can easily change the password to something I don't know. They don't even have to give me any credit for the work and I won't say anything about it here either. The blog will not cost anything and it will enhance the towns web site, save taxpayer money etc. Too bad they won't do it.

They did do one thing because of me. Know what that is?

Answer: The town's web site was done to counter this web site.

Why is the time something is posted a link and what does it link too?

Each individual post is a separate record that is combined with other posts and the other elements to make up the page you are looking at. The time link is a permanent link to the actual record of that post in the archives. If you click on the time link you will get a page with that post at the top. This would be great if that post were the only thing on the page. It would make it easy to print out just that post without all the other ones. I'm looking into making that happen but until I understand more than I do now I can't say when or if it will happen. It is somewhat useful because it shows the month of archives that post is in which is smaller than the main page and would waste less paper if you printed it out. However there is one useful thing the link can be used for now. You can right click on it and choose copy URL and then email that to someone you want to see that particular post.

Not to bore you but...

The two second post. When I post something to the site it takes less than two seconds to show up and be available for you to read. I can also post from any location that has internet access. This is a big plus when it comes time to getting information to you in a hurry. What happens in that two seconds is interesting. Using a browser I log on to my account at Blogger. I type in or paste my post and click on the 'Post and Publish' button. Blogger takes the new post and combines it with all the other posts and using my template builds the web page. Blogger also creates an archive page with the new post added. These are sent to my web site via FTP and replaces the current web pages with the new ones. All this happens in that two seconds. Actually it's probably less than that but two seconds is fast enough. Blogger is also in the process of upgrading their system software and I think that was part on my problem getting the archive function working. I'm going to wait until they finish their transition before I make any other changes.

WARNING! LAKE ROAD USERS!

Lake Road from Long Road to Frenchs Bay has highway workers cleaning up the sides of the road. They have NO flagmen, NO warnings except at the very ends of the road. Therefore if you enter Lake Road from one of them many side roads you will NOT know there is road work going on! Due to the many blind curves this is a very dangerous situation! I called and left messages to all the parties I could find and I talked to the State Police who said they would send someone to check it out. I don't know if this is the state or Tully who is doing this work but their lack of concern for the safety of the public AND their own workers is something to be considered.

BE CAREFUL and DRIVE SLOW if you must use Lake Road. I'll post anything else I find out.

UPDATE: The yellow highway trucks are Onondaga County trucks out of Jamesville garage.
I talked to Scott Sergeant at 4:30 and he said that the work on the shoulders was complete. He also said they would be paving one mile of the road from Rt 80 south. This brings it to the French's Bay area. There is a paint mark on the road indicating where they will stop for this year. It will take about one week and begin the first or second week of July. The paving will widen the road making it better for pedestrians and bicyclists and provide more targets for the cars that will be going faster on the new smooth road. During the work you can bypass it all by using Gatehouse and Long roads off of Rt 80.

Archives now working?

In an odd sort of way, yes. Try it out and note there are some oddities that I am trying to figure out. In the process of working on this I am learning a whole lot more about the inner workings of Blogger, CSS and JavaScript that I ever actually wanted to know. Knowledge is a good thing I guess but this all seemed so simple when I started. Oh well, I guess I'm enjoying myself... I guess.

I use a Mac and I've tested this on three browsers. IE 5.2.3, and Mozilla work fine. Safari, Apple's new browser does not work well. There is 'supposed' to be a drop down menu underneath the search box on the left. If there is nothing there you either have an old browser or one that is not compatible with whatever I'm doing. I may well be doing something wrong, likely so, but until I figure it out, you'll just have to hang in there. If this doesn't work on your computer I would appreciate knowing what OS version and what browser version you are using. In general IE and Netscape 4 and older should be discarded. It's time to upgrade, they are free after all. For Windows users I am told Mozilla is best. Get it at mozilla.org. It's built in popup window blocking is well worth it.

TAKING IT SLOW SO THEY CAN DO IT RIGHT - AN EXCUSE FOR NOT DOING IT AT ALL!

After last Wednesday's Water Protection committee public meeting Supervisor Betty Pitman came up to me and made it a point to tell me that the APD would be "NOT THIS YEAR" referring to a letter I gave her and the committee that indicated that they were not going to do it at all. She was inferring that they were going to do it but "NOT THIS YEAR". She did not say they were going to do it next year or exactly when they were going to do it but she was emphatic that it sure as hell wasn't going to be this year! Then at the Town Board meeting Anne Henderson was also emphatic that they were going to "TAKE IT SLOW" to 'DO IT RIGHT' and then went on and on outlining ways they were going to use to make the process as slow as possible. I've outlined this in a previous story. That is why I came to the rather obvious conclusion they weren't going to do it at all and use the process of 'taking it slow' to kill it. Oh yeah, they're going to do it and I'm going to clean out my garage too and we're both going to 'TAKE IT SLOW' so we can 'DO IT RIGHT'. I'll bet they both know how to play the fiddle.

ATTENTION ALL HUSBANDS: Use the above example provided by Pitman and Henderson the next time your wife wants you to do something you don't want to do. Just tell her you're going to do it but you have to take it slow so you can do it right.

Hand me that hammer...
Sometimes programming, coding or even working with HTML (web pages) can be fun… when it works. Other times… well, it's kind of like that time in Dallas, stuck on the runway in sweltering heat waiting for a thunderstorm to pass. The plane was completely full and the air conditioning wasn't keeping up, not even close. The smell of foul breath and body odor slowly filling the cabin as the heat and humidity increased. Then the little baby in the seat behind starts crying, louder and louder, the mother frantically trying to stop it to no avail. You feel compassion at first then that slowly fades as the combined indignities press on your brain until… Suddenly the speaker crackles and the captain announces you are starting to move and everyone cheers. Programming is sometimes like that except for the cheers. I'm struggling with the 'archive' function. It sort of works, the book says it should work, but it doesn't work. Stand by a second, I need to go get a bigger hammer.

Issue: Song Mountain Snow Making Well


"The one key point that Pat made was that if Song tried to use the well the town could and would get an injunction that would stop it quickly, in a day or two. This was discussed at length because I was concerned, as you can see by my letter below, that once the well was connected it would be used without the precautions. Pat assured all of us that Song could not use the well and that the injunction would stop it. He said that this was, in effect, a stop work order. Pat also seemed to suggest that once Song came back with their final plans the public would have a chance to look at and comment before they were put in place."

Song hasn't come back with any plan that I remember but then again my memory isn't what it used to be. I did a search on this site and nothing after the above dated article from 12/6/01! Is Song trying to pull a fast one? Yes, of course they are, this is Peter Harris after all and that is one guy I know like the back of my hand. I'll have more about him and his foibles later. For now read the above article and wonder why the town is doing nothing about it.

THE GLOVES COME OFF!

I made a decision a year and a half ago to try a different tact with the new Town Board. I would go easy on them and give them a chance to do the right thing. It didn't work. For the last year and a half I watched them wiggle this way and that trying to sneak stuff over on the people such as the commercial rezone of the park, Song Mountain and the Girl Scout camp. I've just gotten tired of it all. I thought for awhile that they were actually going to do the APD and I figured if that were the case then my choice of staying quiet was a good one. As you will see they are not actually going to do an APD and I feel no need to stay silent any longer. So, let the fur fly because from now on I'm calling it like I see it and that will be that!

(Oh gee, now the're going to be really mad at me... Right! Like they loved me before. Besides none of them read the site (according to them) so why worry.)

My decision came at the Monday night Town Board meeting. All was going fine until Anne Henderson gave a report of their public meeting last Wednesday at the fire hall. I was very curious about how she would respond to my giving her the APD (here on the site). I was amazed at her reaction. In a way it was funny because you could tell she was really pissed about it and she would lose her temper, say something really off the wall and then regain it and sound normal. A real roller coaster experience. (paraphrasing here mind you... Plus you have to imagine this being said by an irate old woman.) She would talk normally then her voice would rise and "We're not going to accept some APD that just has Preble written across the top" then back to a normal voice for awhile then rise again and "We're going to do our own APD" then back to a normal voice for awhile then rise again and "We're not going to use something from out of town" well, you get the drift. When the subject of releasing the dates when her committee met she said, "We're not going to be taking any comments, you can watch but that's it." And when I asked about posting the dates Betty said she would only put them on the board at the town hall and we had a discussion about that for a bit. She laughed nervously about that and finally said I could call her every day but she might not answer the phone. Cute. They are being very exclusive about the whole thing and they and only they would be doing anything with it and at their own slow pace.

Their attitude shows in something as simple as the layout of the table at the front of the room. It used to be open with all the board facing the public in an open way. Now it is closed and they face each other, symbolically excluding the public. It's their town, they own it and we are excluded... period! Forget for now that they got elected by cheating and are there as frauds. *

They have an attitude of inaction guised in the policy of needing to "take it slow" They have been at this for about six months now and they have yet to produce a report promised two months ago. At the Wednesday meeting they talked about making the park, Song and the Girl Scout camp recreational (commercial). Why? Don Armstrong has been spending the last year lobbying everyone in sight to make Song commercial and when that was questioned they said he misspoke, he meant recreational which is just a guise for commercial. Oh come on, we can see what's going on here. It's the same old charade to try to juggle the law to do a bennie for some friends. Which ones? Well, Don Armstrong was the lawyer for Marilyn Stoker back when they did the favor of letting Song put their well on Marilyn Stoker's property and that made a sale for Marilyn Stoker to Song. Now they are talking about condos on Song and perhaps some neighboring property and Don Armstrong is pushing for the rezone to "eliminate a step" as he said at that meeting. What step you ask? You know, the step that protects us by stopping unwanted things. Why else try to rezone it.

As far as the APD goes, well, don't hold your breath on that one. Doing the APD, which would protect our water supply if done right, will also restrict development to non polluting developers. This would slow down certain people with certain financial goals in mind. It would interfere with the retirement plans for the anointed.

Are they giving lip service to the APD or just giving us lip. Last night it was the lip. Anne didn't like being given a completed APD and said so in so many words. Such as (again paraphrasing) "We're not just going to put Preble on the top of some page from somewhere else, we're going to do our own APD" Referring to the APD that Dan Dineen and I worked on. Doing their own will require throwing away the experience gained from the other APDs and probably making the same mistakes they made. Why be so obstinate? Why not use what has been done before as a basis for Preble's APD. Well, because they didn't like the messenger they are going to waste time, money and throw away what was handed to them on a platter. Pig headed is a phrase that comes to mind. It's foolish! All they seem to want to do is weaken the code to make it easier for their friends to make some money by doing what is now illegal to do. They don't want an APD, they don't want to protect the water supply, not if it interferes with their friends plans. They just want to make a big show of doing an APD to quiet the masses about our polluted water.

At this rate it will take then 2 to 3 years to finish this. I could do it in a week, perhaps two. But my version would strengthen the law, protect the water and prevent their friends from making all that money. In short if you want to protect the water and strengthen the laws you are going to have to have a different Town Board that has the interests of the people as their top priority and this crowd isn't it. *

For a year and a half I haven't been saying anything but that doesn't mean I haven't been watching and taking notes. Things are going to get exciting here on the site and in town as I unload 18 months of pent up crap.

Town Board Meeting 6/9/03

Well, If you were worried that the town was going to rush into making changes in the code or the land use plan or create an APD anytime soon you needn't have worried. According to Betty Pitman and Anne Henderson they are going to take it real s l o w... r e a l s l o w... AND they aren't all that eager for any help from outside either. In the meantime the threat to the water supply looms over Preble like a giant bird of prey waiting and waiting and waiting...

OK, let's talk about that. Having a gas station in the aquifer carries with in some risk. Is that risk worth it to the people for the convenience, jobs and taxes generated? One way to reduce risk is to limit the size. The fewer number of pumps, the smaller size the storage tanks. We could limit the number of pumps to 8 gas, 1 diesel and 1 kerosene similar to other Nice N Easy stations. That would keep the risk down. We could also require the tanks and the piping be above ground which would almost eliminate the risk. We could also require local ownership, like Nice N Easy, to help guarantee problems will be taken care of when required.

I like Nice N Easy. John McDougal, owner, can be called on the phone anytime and he answers his own phone! He doesn't hide behind flunkeys like other big companies. He's local to CNY and therefore has a stake beyond just making money. I think Nice N Easy would be a great addition to Preble.

I don't object to a gas station partly because I live North or upstream of the site and would never be affected by a spill. I would rarely use it for the same reason. Others upstream of the site are John Steger, Peter Knapp, Kate Edinger, both ZBA and Planning Board chairs and half of the town. The reason I point this little fact out is that I think those downstream of a potential spill should be given more say than those of us who wouldn't be directly affected.

So have a gas station, make it safe and we will all benefit.

BAD REASONS NOT TO DO GOOD THINGS!

At the public meeting last Wednesday most people were for protecting our water supply and doing an Aquifer Protection District. A very few made the absurd objection that because we could not control what happens on Rt 81 and the Rt 81 rest area we should not try to do anything to protect the rest of the town. This is like saying that because you cannot protect your kids when they are at school you should not do anything to protect them at all! But it is more absurd than that. The argument itself is wrong. IF there was a spill on Rt 81 or in the rest stop it would be known immediately and HSMAT teams would be called in and the spill would be cleaned up in hours. There will never be a spill on Rt 81 or the rest area that will be there long enough to harm the aquifer. The rest of the aquifer is in far more danger because pollution left unchecked can and HAS infiltrated the aquifer. That happened just last year when nitrates from ag polluted the aquifer and poisoned dozens of wells in Preble.

There is no question we need an APD, the only question is what are the motives some people have for not doing it?

SONG MOUNTAIN WELL TO BE POWERED!

From Supervisor Betty Pitman: She looked at the Song Mountain Resolution and there was nothing in there about hooking power up to the well. She talked to Peter Harris (partner and manager at Song Mountain) and he said he was going to install the two monitoring wells and was only hooking up power and was not going to use the well. I'm sure we can all trust Peter Harris to do exactly what he says, after all hasn't he proven his word is good in the... wait... I'm thinking of someone else... never mind.

Comment: The reason they are doing this now is to get us worked up and worn out before winter. It's June, six months from now Song will be starting their money season. That gives us more than enough time for calm and deliberate preparations to end this ongoing problem... once and for all! It's also an election year for the town board and we should put our effort into getting good people elected to prevent future problems. Let's first concentrate on the elections, they are usually in August and are called 'caucuses' and then we will have plenty of time to take care of the Song problem after that.

SONG MOUNTAIN AT IT AGAIN!

Song Mountain has installed two 4x4 posts with a plywood board at the base of the power pole which would be used for power meters for their illegal well!

According to the agreement with the town they are supposed to do a number of things BEFORE they use the well.

They have not done any of them!

I contacted Supervisor Betty Pitman at 7PM this evening and asked her to put a stop work order on Song Mountain as that is what Pat Snyder, lawyer for the ZBA said would be done if Song tried to do what they are doing now. I am awaiting her reply and will post it here when I hear from her.

Several months ago at a Town Board meeting, shortly after Tom Fox resigned, Anne Henderson, chair of the Water Protection committee, made the announcement that doing the Aquifer Protection District (APD) was going to involve so much work that she didn?t think they would be able to get it done this year. It was obvious that the loss of key Town Board member and Water Protection committee member Tom Fox was a great loss to her efforts. The Town Board was also suffering the loss of both Tom and Linette Currie, two new and vigorous members that are sorely missed. I sat in my chair watching Betty bravely move on with the business of the town and an idea started to ferment in my mind.

I sat in my chair watching Betty bravely move on with the business of the town and an idea started to ferment in my mind.

Was there something I could do to help our town?

During the Flying J fight we amassed the great resources of Preble’s best minds. Lawyers, professors and lay people who became very knowledgeable about Preble’s laws, plus state and federal laws too. The APD was a subject I was very familiar with as I researched both Homer and Cortlandville’s APD laws a year ago and even have copies of them on this site. The key element in doing an APD for Preble was getting the help of Dan Dineen, Cortland’s Planning Department Director. It is Dan Dineen who comes to the committee meetings and gives advice and counsel to all of the towns in Cortland county. I gave Dan a call and outlined my plan to help Preble. He was eager for Preble to implement an APD and offered his advice and counsel on this project. I also contacted others in the legal profession who live in Preble and they too offered their help. Several lay people like myself also stepped forward and offered help. It was with this core of Preble people, working together for the greater good that the idea of the addition to the web site was born. But back to the APD. We all worked on the Preble APD using the Cortlandville APD as a starting basis. Dan outlined some changes that had to be made to avoid some problems Cortlandville ran into, and our lawyers contributed legal advice. I took all of this information and worked it into the Preble APD which was presented to Supervisor Pitman before it was made public here on the site.

The Preble APD, as presented, needs only some minor tweaking and the Town Board‘s approval to be put into law. However, I expect and hope that the entire town will have some input before that is done. I will be using the new section of the web site to discuss these and other issues that affect the future of Preble.

The Aquifer Protection District is important to all of us who think our water supply should be protected, and who could possibly think otherwise?

There will be a public information meeting Wednesday June 4th, 7:30 PM at the fire hall to discuss the future course for Preble.

This includes the Aquifer Protection District and possible code changes.

Representatives from Cortland Planning, Water and others will be there to discuss protecting our water supply. Please plan to attend as it is very important for everyone to be there.

What is an Aquifer Protection District (APD)?

In simple terms it is rules (laws) that we all adhere too to protect our water supply. It has to be detailed so that everybody knows exactly what is and is not permitted. It is fine to just say, "Don’t pollute." But not everybody knows exactly what that means, and that is why specific laws are needed. It also helps business’s so they know what to do. Rules have to be clear so everybody understands exactly what they are. This prevents problems in the future.

Will it hurt business?
In short no, and the reason is simple. Every business wants to run clean and not pollute, it's good for business to have rules because it's bad for business to be accused of polluting. But every business needs to know exactly what the rules are and it is unfair to force them to make that determination themselves. If every business follows the same rules then there is no competitive disadvantage because everyone is treated the same. When the rules are clear then everyone benefits and everyone is happy.

Having strict laws that protect our water supply and our environment helps the town attract business and new citizens and that means growth and prosperity for all.

The year 2003 has been a very difficult year for our town. Two town board members resigned, a thing that has never happened in the history of Preble. One of those members was also a pivotal member of the Water Protection committee headed by Anne Henderson. Our town, already saddled with the obligation to protect our water supply and update our laws now finds itself short handed at this crucial time. We must all join in and lend a hand to help our town, our town board and its new members with these difficult tasks. To that end I have started a new section of this web site titled, "The Future of Preble - Making Preble a Better Place for All". In it I will bring the issues of protecting our water supply and the future of Preble. The details, the discussion and the solutions will be here for all to read and comment on. In that way our leaders can use that information to make their already difficult job a little easier. Our collective future is at stake and the safety of our water supply is paramount.
