Dear Ms. Pitman:
Spring is just around the corner, and we will again begin
to spend more time outdoors and many of our neighbors will continue
to burn their household trash. I am once more requesting that
the Preble Town Board take a stand against "Backyard Burning".
I do appreciate the Town Board's financial assistance for
paying the postage for sending the "Back Yard Burning" Brochure
to the register voters of Preble. I also appreciate the information
on Preble's Web Site; however, I would like to see the notice
on the front pagenot the back page!
Based on what I have observed, and what I have been informed
of, there have been many residents who have stopped burning
completely. They have indicated that they did not realize the
harmful health effects that their backyard burning has caused
their neighbors. If it weren't for the mass mailing, they probably
would still be burning! I don't understand why all residents
don't stop burning now that they know that BURNING =CANCER!
The Town Board needs to determine why some residents still
burn. What can the Board to do stop them? Give them other means
of disposing of trash. The Board needs to enforce the recycling
laws that are already on the books! Preble residents should
be required to dispose of man-made materials at the dump, compose
leaves and garden waste and re-use, reduce and recycle!
We need to do more public relations to eliminate all burn
barrels in Preble and to enforce recycling in Preble. Is there
really a need for burn barrels? I think not! The Town Board
has to push recycling and trash pick up. The Town Board needs
to inform the residents of Preble that their neighbors are bothered
by the smoldering smoke. The Town Board has to inform residents
that BURNING=CANCER.
I suggest that we get our own Preble Fire Department involved
in eliminating all burn barrels. When the Town of Preble has
their yearly town cleanup, the Preble Fire Department should
turn in their own burn barrel. The Town Board should make a
statement that all burn barrels can be turned at the same time.
The Preble Fire Department should set an example and many residents
will follow.
If the Town Board cannot eliminate burning completely, I recommend
that the Preble Fire Department be in charge of monitoring and
enforcing illegal burning.
I suggest that the Town Board have a poster made up stating
why burning should be monitored. It should state what can and
cannot be burned and the regulations. I suggest that burning
can only take place between the hours of 6:00:a.m to 10a.m.
Burning at a certain time of the day can be better monitored
for inappropriate burning. The posters should be located in
various public places in Preble and on the Preble's web site.
Compliance is through written warnings and community education.
We should inform Preble residents that there is Department of
Environmental Conservation Laws on the books that can be enforced.
Our residents should be informed that even though it is legal
to burn in Preble, there are other means to stop the burning.
The DEC can be contacted and asked to investigate illegal burning
of recyclable items.
Once again, I will be attending the next Town Board meeting,
I am requesting that "Back yard Burning" be put on the agenda,
and for the Preble Town Board to impose a moratorium on back
yard burn barrels so that further studies by the Town Board
can be done to eliminate "backyard burn barrels.
