June 12, 2000 - Preble Town Board Meeting (See Public Comments for Shafer Zoning comments) On Monday, June 12, 2000, the Preble Town Board held its monthly meeting. The meeting was called to order by Supervisor, John Steger, with the salute to the flag at 8:00 P. M. Board members present: John Steger, Supervisor; Anne Brennan, Kate Edinger, Betty Ann Pitman, and Peter Knapp, Councilmen Others present: Cindy Taberski, Dan O'Shea, Jeff Griswold, Ed Jenney, Don Armstrong, Amanda Shaw(Riehlman, Shafer & Shafer), Dick Raus(Niagara Mohawk), and Jennifer Malloy (Cortland Standard) There were corrections to the May minutes: Resolution #33 Corrected to - seconded by Anne Brennan Measurements for No Parking signs on Song Lake Road and Song Mountain Road Motion made by Anne Brennan and seconded by Peter Knapp RESOLUTION #35: To accept the May 2000 minutes as corrected Anne Brennan(aye) Betty Ann Pitman(aye) Kate Edinger(aye) Peter Knapp(aye) COMMITTEE REPORTS: DOG CONTROL - 3 dogs impounded; 1 redeemed, 1 adopted, 1 euthanized
JUSTICE REPORT - $29,025. submitted to Audit and Control for May (Noted that there were over 600 tickets issued in May) HIGHWAY REPORT Roads: -Abandonment of Vormwald Rd - Jeff received a letter from Richard Schwab regarding the corrected measurements. The letter also stated they found no formal abandonment of the section previously thought to be abandoned. The measurements are correct from Rt. 11 East. The Board may proceed if you wish. -Town Clean-up days. Made 6 trips to the landfill along with the 2 containers of scrap sent to Contento's -Due to the weather, have only been able to repair the bad sections of roads. Hopefully the rain will stop so they can proceed with topping projects. -Should be putting down Pug mix the first part of July followed by oil and stone the first part of August. -Should be replacing the culvert on Maple Ridge Rd. in 1-2 weeks -A yellow "No Outlet" sign was placed on Fulmer Rd. at a resident's request. Equipment: -Just completed a major preventative maintenance project on the grader. -Auto-car is back in service with a new box and much needed brake work. The Scania broke an axle on 6/1 at 2:00. Axle was replaced and the truck was back on the road again by noon the next day. Shop: -Purchased a cold parts cleaner to clean greasy parts at the shop.(Much more effective than diesel fuel in a 5-gal. pail.) -Started a sign inventory. (85 signs found at the highway garage) Personnel: -Attended a 3-day Highway School seminar in Ithaca. -John VanPatten started last week as a seasonal helper thru August. -Jeff would like to register for the fall conference at Monticello with the Board's approval. Also stated that he is opposed to the merger of Cortland and Tompkins County jail. ZONING AND CODE -2 building permits; fees assessed $90.00 -21 telephone inquiries PLANNING BOARD - Regular meeting is Thursday, June 15. HISTORIAN -Anne was absent TOWN CLERK -May fees collected - $344.00; $5.87 to the Cortland County Treasurer, $49.00 to NYS DEC and $289.13 to John Steger. Tax Collector to John Steger - $916.87, interest and penalties The tax roll has been returned to the County Treasurer's Office. DON ARMSTRONG PUBLIC COMMENTS: Amanda Shaw, representing Riehiman, Shafer and Shafer, was present suggesting the possibility of the Board taking the initiative of rezoning 100 ft. of Paul and Maureen Knapp's property adjacent to the land which is for the proposed "Flying J', from agriculture to commercial. Rick Shafer has called Paul Knapp but no response. Dan O'Shea inquired as to whether we have been approached by anyone in regards to the cable. It was noted that the gentleman from Ski Areas had been in the office researching Time-Warner's contract because he would like to get "Road Runner". He also stated that it would be cheaper to move than have the cable extended to their building. Dick Raus from Niagara Mohawk stated that they had not been contacted by anyone to attach the wires to the poles. It was suggested by Peter Knapp that Paul Bunyan and Saulsbury be contacted and perhaps between the three businesses, something could be accomplished. John Steger will contact. UNFINISHED BUSINESS: Town Hall - paint quote Larry Holland has submitted his quote of $685.00 (includes paint), to touch up the Town Hall's exterior, as necessary.** Motion made by Betty Ann Pitman, seconded by Anne Brennan RESOLUTION #37: To accept Larry Holland's quote of $685.00 to do the exterior work on the Town Hall as needed. At the July Board meeting, plans for abandonment and a public hearing. Cliff Hall Agreement - Don Armstrong sent a letter to Cliff on May 22, but has had no response. It's been noted that Bruce Weber, Homer's Zoning Officer was not permitted to enter the building. There has been no response from Ellsworth or McCarthy. ** Anne is questioning what is inside the Ellsworth building. John is waiting for information. Anne Brennan complimented Betty Ann Pitman and John Steger for a "job well done" on Memorial Day. * *She also complimented Harley DeShane on a job well done on the podium. Parking Ordinance - John asked the Board for their opinions regarding the Parking Ordinance for Song Lake Road/Song Mountain Road/Song Mountain Drive. Kate - No opinion stated Betty Ann - Song Mountain Rd. - No Parking Song Mountain Drive - Cut back Peter - Feels that the Town should treat all intersections the same; he is not comfortable singling out one. All intersections should be looked at. He can't support this at this time. Anne - **Would support if citizen comes forward requesting the No Parking signs. Motion made by Betty Ann Pitman, seconded by Kate Edinger RESOLUTION #38: To table the subject of the Parking Ordinance until the July meeting Anne Brennan(aye) Kate Edinger(aye)Peter Knapp(no)Betty Ann Pitman(aye) It was noted that the Board should think about this and do more research regarding the above request.** **Also, more research and discussion regarding the zone change on the Knapp property as requested by Amanda Shaw, representing Mr. Shafer. NEW BUSINESS: The Cortland County Planning Board has announced their new address at 4 Lincoln Ave., Cortland, NY A grant application has been submitted through the Justice Court System for a remanufactured photocopy machine, a label printer and a wheelchair lift to make the building handicap accessible. Procurement Policy- After the Board's review it was decided to adopt the policy.
